The Deaf Child's Bill of Rights

A Connecticut group concerned with the education of Deaf/Hard of Hearing children proposed a mandated Language and Communication Plan (also known as “The Deaf Child’s Bill of Rights”) to HB 5353: “An act concerning Individualized Education Programs and other issues relating to special e”.  After much work by this Connecticut group which was made up of individuals with different educational philosophies (but who came together to work harmoniously) and both Democratic and Republican support (including Senator McLachlan and Representative Joseph Taborsak), this Deaf Child’s Bill of Rights became state law July, 2012. Members of this Connecticut group and advocates such as Mary Silvestri, retired Danbury Public Schools educator, were invited to attend a ceremonial bill signing with Governor Malloy in recognition of HB 5353 in the Governor’s Office. This Language and Communication Plan will do much to provide a better educational experience for Deaf/Hard of Hearing students in our public schools.
